The project arises from creating a new topography that references and qualifies this expansion zone in Torre Pacheco, on a site with public facilities, an urban, cultural and leisure alternative for citizens. The folded terrain characterizes the design, in which the two facilities that occupy the site, Library and Park, adapt their relative position, forming sheltered reception, communication, and accommodation spaces. Public space contains and protects the building - two sides of the same coin.

I understand that the real value of projects is to give what no one asks from us, in this case, to complete the built program with an outdoor park, which exploits the special conditions of the weather (very mild Mediterranean), and social environment (cross-ethnic relationship), of a prosperous and growing city like this. We propose new ways of approaching and being in public buildings, and to appropriate urban space.

新楼与周围土地之间的空间和服务兼容和优化的可能和可取的开放关系，为它们之间共同使用的不同一般区域(图书馆、礼堂、会议等)提供了一个布局。和城市化地区(运动场、温室、花园、游乐场、秋千等)这就扩大了整个城市的实际使用和享受空间。

The possible and desirable open relationship of compatibility and optimization of spaces and services between the new building and the surrounding land, creates a layout of different general areas for common use between them (library, auditorium, meetings, etc..) and urbanized areas (sports courts, greenhouses, gardens, playgrounds, swings, etc..) that expand the space of actual use and enjoyment for the whole city.

The program and its associated built volumes is completed with an art gallery for exhibitions, with an independent access, the only space overlooking over the general topography of the site.
